We're all hoping this is soon, so given when we know when the design stages should be decided on, when do we all think construction will finally begin on what is our return to the Moon?

I can't imagine it taking particularly long to build once they've got the greenlight and the cash. My guess is 18-24 months. I'm thinking we'll see rough test prototypes very fast. So my vote, Spring 2007 for construction, early testing in Fall 2007, official testing beginning Fall 2008 or Spring 2009.

It depends on what you mean by construction. You should see some boiler plates fairly quickly for drop tests, landing tests, flotation tests, and LES tests. There will also be cabin mock ups to work out details of equipment and control placement. Construction of an actual CEV will be considerably later.

Think of the shuttle- it was meant to go into service in 1979 but enterprise was under construction back in 74, so the CEV is going to have unmanned flights and whatnot i can see construction starting around winter next year.

not too long, but one problem with be closing down that space gap 2010-2015 ( Griffin is addressing this gap with his 'Lunar-sooner' plans )

I suppose that during this gap NASA will continue buying Soyuz ships. Till 2012 the russian Klipper will be ready, too ( hopefully ).
Also, there is a gap even now so we should think how to return the shuttle to flight in order ISS to be finally completed.

We don't even know the thing exists--and even if it did--its useful payload wouldn't be much more than what del Greco could punt to orbit.
