All sources I could find say that OneWeb sats go to 87.9º inclination, which is beyond Cape Canaveral capabilities. So I guess that these launches will be done from Vandenberg, where Blue Origin is planning their second pad.

(All the other launch sites for OneWeb - CSG, Baikonur, Wostotschny, Mojave - support high inclinations.)
