According to the JCSat 16 update thread:

JCSat 16 on a Falcon 9 will launch on August 14, 2016 at 05:26 UTC (1:26 AM EDT). The launch window lasts for two hours until 07:26 UTC (03:26 AM EDT).
Because the Falcon Heavy Test Flight was successful, it has inspired thousands of people to consider changing the future of space travel.

According to www.launchphotography.com,

WGS-8 on a Delta IV Medium+ (5,4) will launch on October 20, 2016 at 23:30 UTC (7:30 PM EDT). The window will last until 00:30 UTC on the 21st (8:30 PM EDT on the 20th).

WGS-9 on a Delta IV Medium+ (5,4) will launch on February 3, 2017 at either 00:30 UTC or 01:00 UTC (7:30 PM EST or 8:00 PM EST on the 2nd). There's no window determined yet for this launch. In my humble opinion, the launch time could be 00:45 UTC (7:45 PM EST) because it's in the middle of the two determined times.

Got info from GFZ, that Dnepr is no longer available as launch vehicle for GRACE-FO. They are currently in negotiations with SpaceX for a Falcon-9 launch.

We only use UTC here except in launch viewing threads. UTC/GMT/ZULU time doesn't change in the world of rockets and planes.

We only use UTC here except in launch viewing threads. UTC/GMT/ZULU time doesn't change in the world of rockets and planes.

The reason why I made that post was because Spaceflight Now listed the local time as 1:47 AM PST even though daylight savings time started.

That was when they first made the update. They changed the local time now to the correct one.
