Isn't this ironic? Yet again Discovery is set to fly with ET-120 and yet again it is having problems.

Thinking of man hours and schedules, how much cheaper and faster is this than building a new tank? Obviously must be, but it's it by a large amount of money? Seems like a lot of man hours which never comes cheap.

A lot cheaper and faster than building a new tank from scratch. They only just started building the final tank (which will be a spare), and that's a few years in advance.
