*pssst Chris*  The Russian partner is Krunichev not RSC Energia. Energia has little to do with the ProtonM/BreezeM combo, competly build by Krunichev.

Has anyone knowledge, if this contract is the Echostar 13 (a.k.a CMBStar) or the Echostar 14 satellite

I always had the idea that Krunichev build both the Proton M LV and BreezeM upperstage. After the reduced number of Block DM upperstages used for commercial mission the workload for Energia had been reduced.

They do now.  See the feed on Russian Space Q&A on recent news on consolidation of the industry.  Khrunichev has taken over the Khimmash factory that builds the Breeze M.  They only use Block DM when required by the government, never on commercial missions.

KB Khimmash does not build Briz-M upper stages, but engines for them... GKNPTs Khrunichev builds Proton-K/M rockets and Briz-M upper stages...
