This might be delayed because it uses the same 3rd stage as the CZ-3B...

Some tourism agencies/ticket sellers still advertise this flight despite the CZ-3B failure, But a few others say that it's delayed, among them a seemingly legit local who rent their rooftop to watch launches say that it is delayed and the next Wenchang launch is the Feb 3rd CZ-8A, so I'm more inclined to believe the later.

Additionally one additional date of March 1st/2nd has been rumored for a CZ-7A launch since the failure, unsure if it was for a previously planned launch or a current NET for the next CZ-7A.

There was a launch announced for February 3 (LT) from Wenchang before the CZ-3B launch fauilure.

While the original NOTAM is still up, there are no updates to it since its release, nor do I see any related marine navigation warnings ever issued that is related. This seems to indeed indicate a delay, although I can't say for sure unless the original NOTAM is cancelled.

It is noteworthy that cancellations of Wenchang launches in february was already rumored before the CZ-3B launch failure, for example:

While I didn't see any rumor of delay of this particular 01/27 launch before the failure, these cancellations concerned expected CZ-7A, CZ-5 and CZ-12/CZ-8A launches. 
If a CZ-3B launch is expected in two weeks as a current NOTAM suggests, it is possible that the delay of this CZ-7A launch is unrelated to the CZ-3B failure

As it stands, the launch is likely NET March
