The launch observed was identified as the SS-N-23 test launch not the Rokot launch.

I knew about the Bryansk SLBM launch but I never saw a time-of-day given. And aren't SLBM launches made towards Kamchatka?

My first impression was that the time of the Hammerfest image was consistent with the ascent trajectory of SMOS/PROBA but maybe I ought to check again.

The women who took the picture said it was taken around 4.am (local time) on the 1 November. The object she observed moved eastward for 3-4 min before "landing" in the horizon.
I belive the images "lies", it appears to be moving westward.
If it helps, Hammerfest is located: 70° 39′ 50″ N, 23° 41′ 24″ E

The Rokot launch took place 2. nov 01.50z, and had to move westward, right?

But you were right, it created a little fuzz, everything from decaying satellite, metorite, ligthing, to supermann with a flashligth was proposed, before they ended up with the SS-N-23 launch.
