Progress MS-31 is already at Baikonur.

On March 18 Roscosmos specialists inspected the vehicle and mothballed it until preparations for launch began.

On March 14, 2025, RKK Energia reported that the spacecraft completed its factory tests and was shipped to Baikonur. The launch campaign for the Progress MS-31 in Baikonur started in mid-May 2025, when specialists placed the spacecraft into the anechoic chamber within the processing complex at Site 254, for radio tests. The operation was completed on May 15."

Roscosmos:
Today in the assembly and test building of the 31st site of Baikonur Cosmodrome specialists of Roscosmos State Corporation enterprises carried out general assembly of the Soyuz-2.1a space rocket with the Progress MS-31 cargo spacecraft.

After that, the state commission allowed the rocket to be taken out and installed at the launch complex of Site 31 on July 1.
The launch of the Soyuz-2.1a launch vehicle with the Progress MS-31 cargo ship is scheduled for July 3 at 22:32:40 Moscow time.

The Soyuz-2.1a launch vehicle was manufactured by the Progress Rocket and Space Center, while the Progress MS-31 spacecraft was manufactured by the Korolev Rocket and Space Corporation Energia (part of Roscosmos).

Progress MS-31 is scheduled to carry 2,625 kg of cargo to the International Space Station, including 1,205 kg of dry cargo for the crew of the 73rd long-duration expedition, 950 kg of fuel for refueling the station, 420 kg of drinking water for cosmonauts and 50 kg of nitrogen to replenish the ISS atmosphere.

The craft is also carrying equipment for the Virtuall, Biodegradation, Fullerene, Biopolymer, Impulse and Mirage science experiments to the station.

The rocket bears an image commemorating the 50th anniversary of the Soviet-American Soyuz-Apollo mission.
On July 15, 1975, the first joint space flight of representatives of different countries in the history of mankind was launched. The Soyuz-19 spacecraft with cosmonauts Alexei Leonov and Valery Kubasov took off from Baikonur Cosmodrome. Seven and a half hours later, the American Apollo took off from Cape Canaveral, with American astronauts Thomas Stafford, Donald Sleaton and Vance Brand as crew members.

On July 17, the ships docked, becoming the prototype for the future International Space Station. During the flight, there were four crew transitions between the two ships. On July 19, 1975, the ships undocked.

So what's with the paintjob? There's "trikolor" stencilled on Blok-I's skirt, which I assume refers to the Russian flag? But there's also the commemorative logo of Apollo-Soyuz's 50 year anniversary, might it also be related to that? Interesting they choose to so prominently display homage to such a program in the current political situation...
