Non emergency NOTAMs need to be issued x amount of time before becoming active.
Because it's possible that Falcon 9 would be cleared to launch by then.

If 10-4 is the return-to-flight, that wouldn't even allow enough time for the first launch to demonstrate problem-solved (get past 2nd stage re-light) before 10-9 would launch. So, seems an unlikely timeline just on that basis.

If 10-4 is the return-to-flight, that wouldn't even allow enough time for the first launch to demonstrate problem-solved (get past 2nd stage re-light) before 10-9 would launch. So, seems an unlikely timeline just on that basis.
If the FAA allows the launch on the basis that it is not a public safety threat they don't necessarily have to prove that the problem is solved (they haven't even claimed that it is solved, they only requested permission t launch as is)

The surest way to deconflict two launches is to schedule them at the same time and wait for delays to solve the problem.
My
guess is that if both are ready to go at the start of 10-4’s fueling SpaceX will push 10-9 farther out into its launch window.
