Both Starlink Group 10-9 and this launch have similar 4-hour launch windows, and we currently have both launch times set to the start of the window. It is anticipated that one of the two launches will target near the start of the window, and the other near the window end if both launches continue to target the same day.

Its possible that this is an accurate characterisation, but there's an alternative that feels to me more likely: the most constrained resource for SpaceX right now is calendar days, so it makes sense for them to "spend" other resources profligately if it has a realistic chance of resulting in better utilisation of those calendar days.
So they'll apply for a license, and do everything on the assumption that they'll get it, up until the point it is rejected.
If it is rejected then the reset and start the whole thing again. If it isn't rejected then they've gained a day or two.
