It's just a time between two consequent launches (not launch attempts!) While we don't have any reliable info on the *real* launchpad readiness time for every mission, I suppose it's the best metrics available, all scrubs and technical delays included.

Can't you go by the first launch attempt on the same pad? It's not like they're going to try to launch before they completed pad turnaround. (Or maybe yes, the first attempt was possibly scrubbed for technical reasons - they never said it was due to weather and it scrubbed just after startup - perhaps the pad was not ready
