There is no need to list them separately. The STS-3XX is just for the flight planning documentation.

It is a target date. It is the date that all the elements have to be ready to support. That is the nature of an LON, everything has to be ready to support an ILC. It doesn't mean they would launch on that date even if the LON is needed.
