How does one go about getting inside the tank to R&R the ECO sensors?  Does someone even have to go in there or can they be removed from outside?
Which sensors are at issue is still a little unclear.  The ECO sensors are not the only sensors in the tank.

May as well post this here, too -- thanks to "KSC" for posting this link in L2 -- NASA posted a nice schematic of the sensors/electrical circuit back during the STS-114 campaign.  It's attached here, but you can also find it via this page:

There's some nice, detailed pictures in the KSC media site for the LH2 sensors, but nothing I've seen for the LOX sensors. The LOX sensors are in the engine propellent pipes themselves (rather than within the tank) so it's quite a different procedure for R&R'ing them (and there's no pics available within the KSC media site for LOX sensor images).

Well, again, only the LO2 ECO sensors are in the LO2 feedline -- the other level sensors are in the tank.

DaveS pointed this out to me -- looking again at the chart above, the LO2 ECO sensors are on the orbiter side of the LO2 feedline.  So they're not even in the tank.

Following the daily views in the SSPF, it's ready, and pretty much just waiting for transport to the pad.

Well, then how could what Chris wrote be true?

"The tank, which has issues with its LO2 ECO (Engine Cut Off) sensors, ..."

If the sensors are in the orbiter, how could the tank have problems with them?

I think Chris meant the level sensors that are in the tank, not the ECOs.

The sensors are on the ET in the LO2 feedline which runs down the side of the  LH2 tank

Yep, it is the sensors in the tank, not the orbiter. It would appear the LO2 sensors are called "Liquid level sensors, rather than ECO sensors," so removed the "ECO" to avoid confusion.

Ok, so how would they access the sensors, without opening up the tank or feedline?

That is the question. It's gaining most of the attention on the processing reports. Compare that to the SRB o-rings for STS-118 which got a lot of media attention when it was actually one of the smallest issues and cleared really fast!

Which ISPR's will be launched with STS-120 inside Harmony? Which racks will be installed later and on which flights?

So will they complete the left booster with the foreward skirt/nosecone next, or will the next segment stacked be the right aft assembly?

No payload racks. Four stowage racks and four systems racks for distributing electrical power to Columbus and JEM. I guess these are called DDCU racks.

Lifting of the left forward segment has started and it is probably now in the integration cell.
