VAB leasing and Mega Bay construction

I've heard for a while that SpaceX is considering leading space in VAB, but at the same time they continue to build and (apparently) iterate Mega Bay.  What do you suppose this indicates?

Will Mega Bays become more complex in influence as the gain experience with VAB, or will the option of VAB allow them to simplify Mega Bays for ease of use and speed of of construction?

Facts:
--Megabay is at BC.
--VAB is at KSC.
--VAB is closer to LC-39A than Roberts Road is.
--They will need some sort of storage and payload loading facility at KSC even if all building is done elsewhere.
--At this point the status of the big building at Roberts Road is unclear.

Statements/opinions by knowledgeable folks on this forum:
--welding of rings together to create SS and SH cannot safely be done in the VAB.
--shipping of SS and SH from BC to KSC is feasible.

Speculation:
SpaceX may choose to defer the buildout of a factory at Roberts Road until they project a need for more Starships than they can build at BC.

My own pet idea is to use the VAB as a place to outfit and test the HLS. 

Easily enough room to do 2 at a time. 

It would be close to the NASA staff, they can work at their own pace and it’s out of the way of  production on Robert’s. 

But maybe they’ll just use it as a storage garage.
Starship, Vulcan and Ariane 6 have all reached orbit.  New Glenn, well we are waiting!

It could be both.  Atrimus 1 had to return to VAB when the Hurricane came.  SpaceX may use the VAB as a close safe haven as well.

Apparently, they intend to lease one VAB bay, and one VAB bay is very, very large. they can probably store a spare booster and and several SS in there, all nice and safe from a hurricane.
