A somewhat more substantial delay, with Starlink 5-10 taking the ~March 30 launch slot and the previously assigned first stage.

has it as April 19th 13:33 UTC

12 day gap from 7th for Intelsat 40e at pad 40, or will they try to fit in another, 5-9 maybe 2-2 or 5-Spare or Worldview Legion 1&2 (though Ben Cooper indicates only starlink batches)?

5-9 has OSD of Apr 17, so won't fit in the Apr 13 potential slot

Did I highlight the correct part for the start time?
Is “191218Z” 12:18 UTC on the 19th?
(That’s equivalent to 8:12 AM EDT.)
Would that be the appropriate launch time?
What kind of wastrels would dump a perfectly good booster in the ocean after just one use?

Yes, that's the correct interpretation.

In the information that I posted on Mastodon, I'm allowing a 15-minute gap between the start of the warning period and launch time, so I listed it as ~~~12:33 UTC.

Spaceflight Now and Next Spaceflight have 13:33 UTC, and have since before the notice came out.

Ben Cooper has it listed as "around 8:30 a.m. EDT", which is 12:30 UTC, and I think that update was made after the notice came out.
