In August 2022 a Jilin-1 Gaofen satellite nicknamed "Xi'an Hangtou-1" was launched on a Long March 6. Could it be possible that Xi'an Hangtou-8 is also a Jilin-1 satellite and is part of a whole batch of Jilin-1s onboard this flight? This would also explain how Xi'an Aerospace plans to launch 13 more of these satellites in this month according to the source above, since another Jilin-1 batch is rumored to be launched at the end of June.
Seems this one is the same as 西安航投[秦岭小卫星星座]系列卫星 listed in

CXPD立方星,发射成功!CXPD cube star, successful launch!
At 12:10 on June 7, the X-ray polarization detection cube star (hereinafter referred to as "CXPD cube star") developed by the School of Physical Science and Engineering Technology of Guangxi University carried China's largest solid rocket "Lijian No. 1 Yao No. 2" The carrier rocket was launched at the Jiuquan Satellite Launch Center. At 13:50, it received the information that the satellite and rocket were separated successfully. At 14:00, it received the satellite telemetry data, confirming that the status of the satellite is normal, and the launch mission was a complete success!
The CXPD cube star is the prototype of the low-energy polarization detector (LPD) of the gamma-ray burst polarization detector (POLAR-2) of the Chinese space station. It will carry out space flight verification and be used for space X-ray polarization detection to reveal the magnetic field, Geometry and radiation mechanisms are of great significance for understanding astrophysical phenomena.
The CXPD cube star is independently developed by the CXPD cooperation group established by Guangxi University using domestic technology, and has passed strict performance tests, calibration experiments and space environment simulation tests.
The successful launch of the CXPD cube star marks that the CXPD cooperation team has made a breakthrough in the key technology of the X-ray polarization detector, and has laid a solid foundation for Guangxi University to undertake other related research tasks on the Chinese space station.
The one of payload is X Shexian Pianzheng Lifang (X射线偏振探测立方星).

My guess: the second ignition to reach the final orbit did not happen and the stage crashed with the satellites

TLEs now out for this launch, in 489 x 511 km x 97.4 deg, 1030 LTDN SSO orbit, confirming successful launch (finally!)
23 payloads cataloged; plus 56869 2023-081Z in a lower perigee orbit which appears to be the rocket stage.
The remaining 3 expected payloads are presumably small (maybe PocketQube size?), or secondary satellites to be
deployed later from ION-like tugs, or hosted payloads that are permanently attached to the upper stage, or payloads
that simply failed to deploy. Three catalog numbers 56870-56872 remain unassigned in case they are found later.

Very belated reply to this, but Igor Lissov at Novosti-Kosmonavtiki apparently speculated back in August that the 20 unidentified satellites might all been built by Changguang Satellite Technology. The source is from this Chinese article in July:
http://news.cnjiwang.com/jwyc/202307/3753803.html (which I can confirm with my Chinese) that Changguang says they have launched "68 satellites in the first half of this year", including the 41 satellites on LM-2D launch on June 15 and "more than 20" for other customers.
The problem is we know of only 6 more launched way back on January 15. Theres a 21 satellites gap.
Maybe everything else on this launch are from Changguang for mysterious customers (which - now that we know they sold at least 2 to "heavyweight" customers like the Wagner Group - could be some really sinister customers).

Well, there are more questions to this launch than the one who's built most of them.
By behavior in orbit, the 26 unknowns are divided in three sets:
(1) a pair A + W that settled in August at 508 km;
(2) a group of four B + F + L + N in process of building a small rombic configuration;
(3) all others who've almost finished their orbital configuration -- 20 steps by 18°.
The main problem is that this real picture does not correlate at all with names and missions revealed after launch.
