The date of the weblink mentioning Rizhao-1 is irrelevant to the identity of the payload to be launched by the Gushenxing-1 with serial number Y7.

On July 19, 2023, Xi'an Aviation Investment Interstellar Cloud Network Co., Ltd. organized a factory review meeting for the four satellites of the "Qinling Small Satellite Constellation". At the meeting, the project team reported the development and quality summary report of the four satellites.
The four satellites launched this time have the characteristics of low weight and low power consumption. They operate in a 530km sun-synchronous orbit and are equipped with light and small optical cameras. They are mainly used in the fields of environmental protection and ecological construction in the Qinling Mountains, land resource management, and agricultural production safety.
In the next step, the four satellites will set off for the Jiuquan Satellite Launch Base, and will be carried to space on the "Ceres-1" remote 7 carrier rocket in the near future.
The 4 x Qinling Xiaoweixing (秦岭小卫星星座) will be launched by Gushenxing-1 Y7 from Jiuquan.

The "Jilin-1" wide-format 02A satellite will be launched at the China Jiuquan Satellite Launch Center in the near future. After the successful launch, it will further accelerate the networking process of the "Jilin-1" satellite constellation and expand the "Jilin-1" satellite constellation. "Substantial wide, high-resolution remote sensing information resources can provide more abundant remote sensing data and product services for national defense construction, land and resources census, smart city, agriculture and forestry development and other fields.

How did you reach that conclusion? The article explicitly mentions the Ceres-1 Y7 vehicle that lifted off on 10 August, and the owner of the Qinling Xiaoweixing satellites is Xi'an Aerospace, the same of the four Hangtou satellites launched on that occasion. If anything, this supports Steven's guess.
