The USCG District 14 weekly Local Notice to Mariners that came out this morning now has a notice for space operations near Hawaii. Note the mention of "November 27,2023 to November 29, 2023" as an additional alternate timeframe.

HI ISLANDS - ALL ISLANDS - HAZARDUOUS OPERATIONS OFFSHORE (45/23)

Mariners operating offshore in waters north and west of Hawaii are advised of hazardous operations and the potential for falling debris due to space operations. Mariners are advised to avoid the below bounded area and operate in a heightened state of awareness from 1200Z to 2000Z on November 17, 2023:

This area is the most likely landing area for spacecraft and debris. Vessels should avoid the area due to hazardous operations, falling debris, and potential firearms use. Vessels may be requested to alter course due to hazardous operations and are requested to contact “range control” via VHF-FM Channel 16 or via phone at 956-604-1037 prior to entering the area. If unable to contact range control prior to entering or while in the area, relay messages through U.S. Coast Guard Honolulu. Updated information on operations and associated hazards will be available on VHF-FM Channel 22A.

If you were wondering why FWS needs some time to do their report, you should try to read this thing. It has some points of interest, but mostly it lets us see what FWS is required by law to do. I think it's clear that they had this thing queued up and ready to go, and then did a quick review and edit to handle any last-minute changes.

There is one major boo-boo: they included a report that SpaceX submitted to them:
"FINAL: BIOLOGICAL MONITORING ANNUAL REPORT
FOR THE SPACEX BOCA CHICA LAUNCH SITE
CONSTRUCTION AND SEASONAL AVIAN MONITORING –
JULY 2022 TO JUNE 2023"
Paid for by SpaceX, and marked "Proprietary and Confidential".  It's quite an interesting document. SpaceX paid a specialist consultancy to actually go out and conduct multiple field surveys.
