They can bring the netting up and down via the cable pairs on each leg to the top bracket at the top of each leg.  My guess is there was something that fell and damaged the water plate and this may be just a safety net to catch loose tools etc.

Each end of the net is attached to a bar (GREEN) that is attached to the pair of lines strung up and down the legs. To raise or lower the net, a pull line is attached to the top of the leg and connected to the bar (In RED). I'm not clear as to whether the Red pull line is connected to a motor or operated by a staff member on-site, one for each leg.  You can see this operation in the following clip.

Starbase road closures for November 13, 14, and 15 are for "SpaceX non-flight testing activities".

This does not preclude a flight closure from being issued later.
