I don't think so. The March 18 news item cited on 9ifly reads
按照计划,“齐鲁卫星”今年将有5颗卫星发射入轨,其中“齐鲁一号”将在4月下旬择机发射。
According to the plan, "Qilu Satellite" will launch 5 satellites into orbit this year, of which "Qilu 1" will be launched in late April.
I take it as this launch has only one Qilu.

Qilu and Hangsheng-1 are different. Qilu satellite system is developed by Shandong Industrial Research Institute (together with CAS) whereas Hangsheng-1 comes from Hunan Hangsheng Satellite Technology.

Weina weixing on its own would be micro-nano satellite. What does the Xingkong 星空 component add to the meaning?
(literally 'star space' ?)
Edit: never mind, I think the point is that the COMPANY owning the satellite is
北京微纳星空科技有限公司 (Weina xingkong keji YG, Micro nano Star Space Tech Ltd).,
and so it's just [name of company] Weixing.

Also: the Hangsheng company seems to be a spinoff of the NUDTC team that did Tiantuo-2.
Their website
http://www.hssat.cn describes a "Lexiang" imaging constellation, unclear if this is related to Hangsheng-1
