In the February 2019-August 2021 timeframe Vandenberg had two SpaceX launches

Right.  Alexphysics had pointed out that B1049 was back in Florida already.  B1051 & B1063 back east too, or no?  West coast booster refurbishment in Vandenberg or Hawthorne?  When could west coast launch pace require a "Hangar Y"?

I'm trying to understand how SpaceX is allocating their resources

SpaceX is allocating their resources to where they count the most.

There is really no simple way to explain it so you'll have to dig in and do a lot of searching to find the answers you seek, they are out there but no one here is going to be able to satisfy your hunger with a single post... Or 100.

I'm constantly reminded in my observations of SpaceX both how large/cumbersome yet small /agile they are. They are both special and mediocre simultaneously.

This is actually bad
A highly skilled and equipped photographerj COULD get a transit image. I don't think any of us are that photographer who also doesn’t know this.
However, this shows that over a large area, trying to follow the rocket with binoculars will bring your line of sight dangerously close to the Sun. It will be too easy to lose situational awareness with binoculars and look at the Sun, which may cause instantaneous and irreversible eye damage.
PLEASE BE EXTRA CAREFUL WHEN TRACKING THIS LAUNCH VISUALLY.
(And with a camera that could also be damaged.)

Reaction frame was picked up over the weekend and the TE is inside the hangar as of yesterday. Not sure how it's going on right now tho

Finally confirmation of total Transporter-3 rideshare satellites by celestrak, they are 82

By the way is this the confirmation of all satellites or those who directly separate from F9 second stage that is indicated by  the words "initial deployment" as in that case total no. of satellites will be much more due to cubesats aboard separate cubesat deployers.

And what is our estimated no. of satellites while in discussion on this page. I see more than that.

This gives us two ideas:
1) some satellites are not aboard this mission as we thought of
2) this is main one that not a single starlink will not launch on this mission and possibly never on transporter missions as SpaceX finds no need on of starlink on such missions due to dedicated missions for them.

Please note, that some lines in the Preliminary TLE list contain more than one satellite, when more than one Cubesat or Pocketqube is in an deployer. The initial deployment (if i counted correctly) are 98 satellites.
Then later a number of satellites (6 ?) will be deployed from ION-SCV 004.
The Sherpa deployers are not on board of this mission.

There are multiple satellites that are not clear who is the launch provider, here are the ones not listed in the first summary post:
DEWA-SAT-1 - (UAE)
NUX-1 (3U, NUSPACE) - I believe from Singapore
TEVEL-1/TEVEL-2/TEVEL-3 (3 x 1U ,Israel highschool satellites)
TEVEL-4/TEVEL-5 (2 x 1U ,Israel highschool satellites)
TEVEL-6/TEVEL-7/TEVEL-8 (3 x 1U) ,Israel highschool satellites)
BRO-5 (6U, UnseenLabs)
MDASat-1a and 1B (2x2U, SANSA)
IRIS-A (2U, National Cheng Kung University)
