The new Debo-3 ship replaces the earlier TaiRui barge.
As I understand it from the articles linked above; the rocket is assembled at the "Shandong Eastern Spaceport" (Shandong dongfang hantian gang, 山东东方航天港) but then they say it departed from Haiyang Port 海阳港.
I think this is the same place, described in https://spacenews.com/china-makes-progress-on-spaceport-project-for-sea-launches/
All the articles I have read puts them as one and the same, at least geographically.
Organization-wise both sea launches so far are managed by Taiyuan Satellite Launch Center.

It is independently developed by Changguang Satellite Technology Co., Ltd. This series of satellites fully inherited the mature stand-alone and technical foundations of the "Jilin One" high res 03A satellite. By adopting innovative technologies such as lightweight structural design, highly integrated electronic systems, high-resolution ultra-lightweight low-cost cameras, etc., the weight of the whole star is controlled at 40kg, which has the characteristics of low cost, low power consumption, low weight and high resolution. Among them, push-broom satellites can obtain push-broom images with panchromatic resolution better than 1m, multi-spectral resolution better than 4m, and width larger than 17km; Video satellites can obtain color video images with a resolution better than 1.2m and a coverage area not less than 14.4km*6km. The successful launch of this series of satellites marked the transition from "R&D" to "production" for the "Jilin One" satellite manufacturing model, and the construction of the constellation has entered the stage of high-speed networking.
