Even back in late last year the rumors were pointing towards something like a spaceplane.....although whether it is like the X-37, IXV, Space Rider or something else (e.g. whether the rocket will have fairings) is up for debate. It is also not known if this is related to the Shenlong efforts a few years ago. But this paragraph (especially the part on "important for future HSF and aerospace developments") really seems to hint on a winged/lifting body spacecraft.
And people are wondering if it will be flown around the Long March 5B launch (April-May?) as the recent news on tracking ship going all the way to the Atlantic seems to be also useful for such a mission.

Train with launcher departed factory on February 29 and arrived to the train station before being transfered to the dedicated rail line to Jiuquan on March 2.

China may be gearing up to launch a prototype space plane. Preparations for a mystery mission are apparently underway at Jiuquan, possibly involving a CZ-2F rocket. These are RUMOURS. But CASC earlier stated it aims to test a reusable space plane. Check this out mission patch.

The movement of the Yuan Wang 7 tracking ship may be useful for determining that - I think it's too early to say. The ship sailed halfway through the world since February 27 to the eastern coast of South America via the Cape of Good Hope and was parked at Motevideo, Uruguay for about 10 days since late April, but has moved out to the north-east 2 days ago and its tracking data shows it's due at Shanghai on June 5.
People all thinks that not only it will be responsible for crucial tracking of today's return of the new Chinese crew spacecraft, it may also track the "thingy" of this thread when it returns (an IXV-like one orbit mission can't be ruled out), hence these two missions may be arranged as close as possible. It will be interesting to see if the ship speeds off towards Africa past today or not, if not we might have a launch here soon...

Looks more like a RCS testing facility, judging by the local terrain looking like a lakebed which provides an easy way to make a long and very flat concrete strip, and the pit on the right. Lockheed has a famous one called the Helendale RCS range, though that had a special traversible pylon facility that raises and lowers objects to be tested from a pit with overhead doors. This just looks like an open pit with a pad.
