Stephane Israel said there would be two OneWeb Soyuz launches from Kourou at the end of OneWeb Launch 2. If there are only three Soyuz launches this year, could CSO 2 and Falcon Eye 2 be flying together?

No, four launches: March 6 - Falcon Eye-2, April 10 - CSO-2, end of year - two OneWeb sets.

I got an impression he said "two OneWeb launches from Kourou" without specifying Soyuz. So, I guess, one of these "late 2020" OneWeb launches from Kourou will be Soyuz and the other Ariane 6

This is a summary of what Stephane said, from 5:31:00 in the video.

"Up to nine upcoming OneWeb launches for this year.
Up to six Soyuz launches from Baikonur and Vostochny.
Two from French Guiana.
Ariane 62 maiden flight at the end of the year."

In order to get the sums right, that is two Soyuz and one Ariane 62 from Kourou.

I don't think both fit in a Soyuz fairing anyway.

from the Soyuz-VS24 Thread:

Someone from the CSG told me that the flight was postponed to April 10. The launcher will be brought back to the MiK, and the Fregat replaced by the one that should have taken off on VS-25.
So, the launch of VS-25 will not take place before mid-April/May.
The VS-24 Fregat will return to Russia.

Arianespace has decided to replace Fregat-M.

The VS24 mission takes the Fregat-M upper stage and the starting slot from CSO-2.
What is the minimum distance between two Soyuz launches at the CSG?
I once heard that polar Soyuz-starts from Kourou should not take place in the "north summer half year" if possible.
Is that correct? If so, how long is the window open?

In theory one month between two Soyuz launches from CSG (refer to VS14-VS15, respectively on 25.04.2016 and 24.05.2016). So a CSO launch early May should possible provided a Fregat stage is available (can probably flown to CSG anyway)

COVID-19: Guiana Space Center suspends launch campaigns  https://www.arianespace.com/press-release/covid-19-guiana-space-center-suspends-launch-campaigns/

Quote
Because of the Covid-19 pandemic, and the need to fully implement the measures decided by the French government, launch campaigns under way at the Guiana Space Center (CSG) in French Guiana have been suspended.
These launch preparations will resume as soon as allowed by health conditions.
This exceptional measure is designed to protect the health of employees and the local population, while also maintaining the security needed to prepare for scheduled launches.
Arianespace, French space agency CNES and all companies involved at CSG are currently overseeing operations to place launchers and satellites in safe standby condition, in line with standard procedures.

Flight VS-25 is postponed to the second half of December, with a "work date" currently set for December 14, but which will surely be further adjusted.

The source announced the postponement of the resumption of the Soyuz launches from the Kuru
03:02 18.10.2020 (updated: 04:28 18.10.2020)

MOSCOW, October 18 - RIA Novosti. The resumption of the launches of Russian Soyuz carrier rockets from the Kourou cosmodrome in French Guiana, interrupted due to the coronavirus pandemic, has been postponed at least until the end of November, a source in the rocket and space industry told RIA Novosti.
The launch of the Soyuz-STA rocket with the Fregat-M upper stage and the UAE-owned Falcon Eye-2 optical-electronic Earth observation satellite was scheduled for early March, but was postponed due to problems with the upper stage, which was replaced with a spare ... However, in mid-March, the Kuru cosmodrome was temporarily closed due to the coronavirus pandemic, so the launch was postponed to September-October. In September, a spokesman for the press service of Roscosmos told RIA Novosti that the launch was scheduled for early November.

"The launch has been postponed at least until the end of November," the agency's source said.

According to him, this is due to problems with the "Fregat".

VS24a scheduled to launch on November 28, 2020 UTC.

Assuming VV17 and VS24a launch close to the current schedule, there are a few days around the winter solstice when VS25 could launch before the Christmas and New Year's holidays.  Edit/add: Then, a few days between Christmas and New Year's.
Otherwise, the launch would slip into the new year.
Planned launches:
Date - Satellite(s) - Rocket - Launch Site - Time (UTC)

2020
November 14 - SEOSAT-Ingenio, TARANIS - Vega (VV17) - Kourou ZLV - 01:52:20

November 28 NET Late November - Falcon Eye 2 - Soyuz-ST-A/Fregat-M (VS24a) - Kourou ELS - 01:33:28
(minimum approx. 2 weeks after previous Kourou launch)

NET Late December 28 14 - CSO 2 - Soyuz-ST-A/Fregat-M (VS25) - Kourou ELS
(minimum approx. 3 weeks after previous Kourou Soyuz launch; probably not during the Christmas and New Year's holiday interval)

Changes on November 2nd

MOSCOW, November 7 - RIA Novosti. At the end of December, the Russian Soyuz launch vehicle will launch a CSO-2 reconnaissance satellite from the Kourou cosmodrome in French Guiana in the interests of the French Defense Ministry, a source in the rocket and space industry told RIA Novosti.

This is now the next launch from Kourou, and the last launch of the year from Kourou; from the live coverage of the successful launch of Falcon Eye 2 on VS24:
Two Soyuz missions by end of year. OneWeb from Vostochney and one from Kourou after Christmas.
Planned launches:
Date - Satellite(s) - Rocket - Launch Site - Time (UTC)

2020
December 28 - CSO 2 - Soyuz-ST-A/Fregat-M (VS25) - Kourou ELS
***

Does anyone have an idea of what time of day the launch will occur?  It's going to a 480 km circular SSO orbit, correct?  I suppose the optimal Local Time of Descending Node (LTDN) for complementing CSO 1 will set launch time?

I would assume that the phasing with CSO 1 will be made during LEOP so I expect a lift off time similar to the CSO1 mission (16:37 UTC)
