John Moody from the Moody Space Centre is trying to develop a launch site in Queensland.

As I recall, when Arianespace signed an agreement to launch Soyuz rockets from Kourou, one of the conditions was that Russia could not sign any other such agreements.

There was a move to launch rockets from Christmas Island which got scuppered for a similar reason

Yes, but when Ariane 6 starts flying, my understanding is that the plan is to phase out Soyuz launching from Kourou.

You are absolutely right - StarSem exclusive marketing rights for Soyuz launches expired in 2017, Roskosmos decided to use ILS (US-based company Khrunichev subsidiary) instead of Glavkosmos as a marketing company most likely by political reasons.
