Regarding the development of low-orbit satellites, the five major telecommunications companies in China have previously called on the National Communications Commission (NCC) to express their positions. The industry expects that the low-orbit satellite industry will improve the landing mechanism. That is, the direct shareholding cannot exceed 49%. Second, low-orbit satellites have strategic considerations, and matchmaking should be encouraged to cooperate with domestic companies. Third, the government must have the ability to monitor and master the information gate communication to ensure the security of national information.
Here are the expected conditions for Taiwan to accept Starlink and the other Mega LEOs. I would imagine that if Taiwan holds to these conditions, SpaceX will not be interested in providing service.
