Spacing between launches should be ca. 10 days (like July 10, July 20, July 30)
Since there is only one pad for Soyuz-2 (43/4) such cadence seems doubtful to me.
Theoretically it is possible to recycle pad in 10 days, but two times in a row - it's quite a different story.
So, my guess - one of these July launches is Rokot with Geo-IK-2.

The Russian launch schedule on the "Novosti kosmonavtiki" forum now shows the following launches scheduled from Plesetsk "no earlier than July", all from pad 43/4:
- Soyuz-2-1V/Volga (payload not given, but possibly Nivelir/14F150 nr. 2)
- Soyuz-2-1A/Fregat : Meridian-M nr. 18L
- Soyuz-2-1A/Fregat : 14F01/Neitron

Neitron is launching to a previous programmes orbit. I have no analysed the NOTAM's orbital path through the drop zone.

You are correct. Sadly no chance of a webcast, and like Molniya before it, Meridian does not normally get a Kosmos designation.

The press service noted that the prelaunch operations and the launch of the Soyuz rocket itself were carried out on a regular basis. Control over the launch and flight of the rocket was conducted by an automated ground control system for spacecraft.
In May, Russian Defense Minister Sergei Shoigu said that two upgraded Meridian-M communication satellites will be launched for the military in 2019.
