I don't think that drilling to 3 cm really counts.
It counts if goal of that part of mission was drilling to that length. If goal was 10 cm and only 3 cm were achieved, then it would indeed be failure.

Also, does communication take more power than the seismometer? Since its pointless to run it if we cannot get any data.

The communication can be done sporadically (would be anyway as a relay crossed the site) with data collection between comm sessions, so not really an issue.
