About five hours before launch, the Soyuz's boosters and first two stages were fueled with kerosene and LOX, which happens before the MST is retracted away from the rocket.

Commentator is apparently doing double-duty, English and French. When she's speaking in French, a translator is providing the English.

Arianespace web cast via their own web site is approx. 20 seconds slow compared to same on their YouTube channel.
