Apparently these two satellites are built by CAST, which means the MEO satellite split between CAST and CAS was 14:10.

"On December 16th, at 1522 hours, the Long March III B/Expedition 1 carrier rocket successfully put the 52nd and 53rd satellites of China's Beidou Satellite Navigation System into orbit at the Xichang Satellite Launch Center in the form of "one arrow and two stars".
At this point, Beidou 3 in the circular Earth orbit (MEO) satellite all launched, marking the Beidou 3 global system core constellation deployment completed, will further enhance the system service performance and user experience, to achieve a solid foundation for the realization of the global network.
The launch of the two Beidou 3 round Earth orbit satellite by China Aerospace Science and Technology Group Co. , Ltd. five courtyard son total development, after the successful launch, will be conducted in orbit testing, timely access to the network to provide services. As the main satellite of Beidou III Global System Constellation, the Zhongyuan Earth Orbit Satellite mainly provides navigation and positioning time-granting services for global users, as well as special services such as global short message communication and international search and rescue."

M19 (44864) arrived to the B-2 position on Dec 22.
M20 (44865) expected at B-4 on Jan 14.
After this, the Beidou 3 MEO constellation will be complete.
