spaceflightfans.cn today has published a launch date of Septeber 24, 2019.
http://www.spaceflightfans.cn/china-launch-schedule
The source is the program for a kid's science camp there which included watching a launch from Xichang on that day at around 8 pm (=12:00 UTC).
However I am not sure these are the satellites flying on it....

Fun fact: This will be the fourth consecutive Chinese orbital launch in a row, with no other countries inbetween. That's a new Chinese record, after today's record of three Chinese launches in a row, which also never happened before. Of course with some "help" from a burning Japanese launch pad. But even if HTV-8 had launched on 10 September, this CZ-3B would set a new Chinese record of three launches in a row.
The U.S. did four successful consecutive launches in 1961, the Soviet Union in 1966. 53 years later, China is set to be the third.

It will take about four hours for the mission to be completed, so confirmation of launch success should arrive around 0100UTC on September 23.
