[Public domain - procurement web site zakupki.gov.ru]
2. Russian President an Executive Order 29th Jan 2018 г. №32 «Regarding development of space integrated launch vehicle  of Super Heavy class." [Not in public domain]
3. Technical Requirements for RKK Energia for a part of R&D project "Preliminary Design Development of the Super Heavy class Launch Vehicle". (Codename "Elements of SHLV"). Project part end date 31th of Oct 2019

Russia is technically quite capable of producing an impressive Heavy Lift or Super Heavy lift launcher. But will they actually go through with it?! I'll believe it if I ever see it... :(  Clustered common booster cores powered by RD-191 engines would give a booster capable of placing about 50 tons into LEO. This would be the path of least resistance. I guess I'm describing an Angara derivative.

Here is an article in Russian from February: https://www.energia.ru/ru/news/news-2018/news_02-02.html

In this article they said 2018-2019 for rough draft design.  2020-2028 for development.  90 metric tons to LEO.  20 metric tons to lunar polar orbit.  Time will tell if they actually follow through with this.

Clustered 2 common booster cores powered by RD-171 engines would give a booster capable of placing about 50 tons into LEO (un ugly version of FH with asymmetrical layout)
This is not an Angara-5 derivative - this is Energia LV derivative (1988-1989) with 4.1 m boosters.
Plus RKK Energia got funding for SHLV Preliminary Design - lobbying is OVER!

Payload on LEO 90 tones is probably little bit over the top - RKK Energia's Chief Designer Evgeny Mikrin presented on Korolev Reading on 30 of Jan 2018 88 tones configuration
1st stage - 5 boosters with RD-171MV propulsion system
2nd stage - central core with RD-171MV propulsion system
3 stage - 2xRD-0150 Hydrolox engines propelled stage borrowed from Angara-A5V design
Tender language - LV payload at least 80 tones to LEO
