...PRIMARY LAUNCH DATE 20181103 BTN 1900 AND 2230 ALTERNATE LAUNCH  TIME 20181104 BTN 1900 AND 2230. SFC - UNL, 03 NOV 19:00 2018 UNTIL 04 NOV 23:30 2018. CREATED: 23 OCT 09:44 2018

I think
The launch goes to the Glonass plane 2.
The ground track of plane 2 goes over Plesetsk in this timeframe ( UTC ) .

https://www.glonass-iac.ru/GLONASS/currentPosition.php

That can certainly be calculated exactly.
I can not.  ???
(RAAN Glonass-M 752 in plane 2 is current 287,6 deg)

Video of the launch at link below. Article says that GLONASS-M was successfully placed into orbit and that there are no more Soyuz launches planned from Plesetsk this year.

Here's William Graham's launch article:

Updated now this is successful. That's two good Soyuz launches since MS-10!

Glonass-M 757 / 2018-086A :
19122 x 19163 km x 64,82 deg
RAAN~287,5 deg -> plane 2
Currently 757 is between working point 14 and 15.

Fregat / 2018-086B:
19153 x 19504 km x 64,8 deg

According to Glonass constellation status, is Glonass-M 757 intended for operating point 15.
The new satellite would replace there Glonass M 716, one of the two oldest satellites in the constellation.

https://www.glonass-iac.ru/en/GLONASS/index.php

Normally, a triple launch in the 2nd plane would have made sense.
But the ground stock of satellites is small and the fear of another Proton failure is great.

It is not a rocket with Glonass satellite.

It is a rocket for Lotos launch. The fairing is 14С741 with number 76093134. A rocket for Glonass is not assembled yet.

In the meantime, Glonass-M 757 has reached the middle between slot 14 and 16 (slot 15)
The commissioning seems to take place soon, Glonass M 716 is in maintenance since today.
The interesting thing is that the old 716 is not exactly in position.
Could 716 no longer hold the position because the fuel is running out?
I hope that 716 has consumed more fuel than normal, for example, to keep the alignment to earth and sun.
Because 717 has the same age and 719, 720, 721 and 723 are only one year younger.   :-\
