The launch goes to the Glonass plane 2.
The ground track of plane 2 goes over Plesetsk in this timeframe ( UTC ) .

RAAN~287,5 deg -> plane 2
Currently 757 is between working point 14 and 15.

Fregat / 2018-086B:
19153 x 19504 km x 64,8 deg

According to Glonass constellation status, is Glonass-M 757 intended for operating point 15.
The new satellite would replace there Glonass M 716, one of the two oldest satellites in the constellation.

Normally, a triple launch in the 2nd plane would have made sense.
But the ground stock of satellites is small and the fear of another Proton failure is great.

It is not a rocket with Glonass satellite.

It is a rocket for Lotos launch. The fairing is 14С741 with number 76093134. A rocket for Glonass is not assembled yet.
