November 3: A Soyuz-2-1b/Fregat rocket to launch a GLONASS-M satellite from Plesetsk. According to Head of ISS Reshetnev Nikolai Testoedov, the status of the mission was discussed during a meeting on August 30, but the Ministry of Defense had not made an immediate decision on the launch date. The spacecraft was delivered to the launch site by the beginning of October and its launch was set for November 3. Following the launch accident with the Soyuz MS-10 spacecraft on October 11, the GLONASS-M mission remained on schedule for launch on November 3.

my first guess would be 723 (plane 2 / point 12), transmitted only L1 signals since 2016.

There was a tender for insurance of launch of Soyuz FG with Progress MS-10, which closed with no bids.
The total insured value was 3.2 B Roubles
and the max premium was at 116.5 M Roubles.
116.5 M / 3.2 B = 3.64%
- that's the point.They don't want such low rate anymore. Which is quite understandable - for the period 2016-2018 Soyuz had 38 launches with 3 failures and one partial failure, i.e., only 89.5% launches were successes.
Why would they sell insurance for 3.6% - for a vehicle with 10% failures?
The bottom line:
Yes, they may wait for "investigation results", but most of all they are waiting for HIGHER max premium.

Well, Soyuz LV RTF was successful! (Lotos-S1 #3 and should = Kosmos 2528)
This launch, if on-schedule and successful, should be:
the next Russian orbital launch,
the next Soyuz LV flight,
the next orbital flight from the same launch complex at Plesetsk,
and receive the designation Kosmos 2529.
