According to the TLEs, which I found,  Glonass M 756 should now be between slot 4 and 5.
ahead of Glonass-M 734

Soyuz 2.1b serial number L15000-020 (Manufactured 2011 !!)

I will never understand this system.

On Gunter`s Space Page stands:
Quote
1851     7   Soyuz-2-1b                    T15000-016       13.03.2016    Ba LC-31/6   A   Resurs-P 3
http://space.skyrocket.de/doc_lau_fam/r-7.htm

This rocket was manufactured in 2013, or when ? Should #016 not come before #020 ?

Т15000-016 (48/134) is an oddity and I think it might be older then the letter T implies. It was paid for from a contract for two rockets, the other is Т15000-025 (8/136). These two were required for Resurs-P №2 and Progress M-UM (the node module Prichal). Both required 4th quarter 2013; and that is also indicated by the Т in the serial number.
http://www.zakupki.gov.ru/epz/contract/contractCard/document-info.html?reestrNumber=0173100007012000182

So why is one prepared in the 134th series of rockets, the other 136th?

Half of the rockets in the 134th series appear to be dated 2009. The year is taken from the contracts, and also ties up with the serial number of the rocket.

In most cases the rockets and fairings have the same factory number. I think perhaps rocket 48/134 was being manufactured for Progress M-UM, and why that rocket had an associated 81КС type fairing. For the Resurs-P the narrower 17С13А7 fairing is standard. At some point Koronas-Nuklon was added to Resurs-P №2 and it required the wider 81КС type fairing?

Or possibly seeing that Resurs-P №2 was going to happen, TsSKB Progress started building a rocket before the customer ordered it?

So rocket Т15000-016 (48/134) did not fly with fairing Т15000-001 (48/134).
The rocket that is to be used for Progress M-UM is Т15000-025 (8/136), however the fairing being prepared is 4/137 (i.e. not the original).

As for Л15000-020 (32/135). It started off for I think Spektr-RG, then associated with Luna-Glob, Meteor-M №2-2, and then Arktika-M №1.

Thanks for your explanation.  :)
I had wondered that in 2011 already the 2.1b number 020 was built.
There is for example L15000-009  (Resurs-P 2 ?) and L15000-011 (Meteor-M 2).
The rockets with military numbers between, make the confusion perfect.  ;D

Edit, off Topic; look old Rocket pictures: Resurs-P 2 was L15000-009 (2011), but Resurs-P 1 was I15000-013 (2010?)
So does not work as I think so.  :-\

Rocket И15000-013 (31/134) flew with fairing И15000-001 (31/134). That one is not confusing. No strange date. Rocket flew with intended passenger.

Л15000-009 is another rocket that adds to the confusion. I think it was for Ekspress-RV1. Then found itself without a payload.

Glonass M 756 is on working point 5 in operation since today.
After a very slow dirft to his working point. (very unusual with low engine use)

He replaces Glonass M 734. https://forum.nasaspaceflight.com/index.php?topic=45557.msg1814534#msg1814534
The workaround did not work for long. Since 08/06/2018 Glonass M 734 is dead again.
