That is the mission number not the Launcher serial which is different format. Satori ask Jester or Jaq as they tend to post them time to time.

Launch readiness confirmed for Flight VA247’s Ariane 5: Approval is given for the first Arianespace mission of 2019

Arianespace’s year-opening Ariane 5 flight has been authorized for liftoff on February 5 following today’s launch readiness review, which was conducted at the Spaceport in French Guiana.

This milestone confirmed that the heavy-lift launcher and its dual-satellite payload – comprised of Saudi Geostationary Satellite 1/Hellas Sat 4 (HS-4/SGS-1) and GSAT-31 – are flight-ready, along with the Spaceport’s infrastructure and the network of downrange tracking stations.

With approval granted, Ariane 5 is cleared for Monday’s rollout from the Spaceport’s Final Assembly Building to its ELA-3 launch zone. Liftoff will occur the following day during a 61-minute launch window that opens at 6:01 p.m. local time in French Guiana.

Ariane 5 will deliver a total payload lift performance of 10,018 kg. on the mission to geostationary orbit, which is designated Flight VA247. This total includes the two satellite passengers, plus the workhorse vehicle’s dual-payload deployment system and integration hardware.

HS-4 should reach the geo with chemical and electric engines.
Due to the high launch mass and the "up to 23 years orbital maneuver", I would guess
that there was a similar agreement as with Avanti for Hylas-4.
Later launch with a lighter partner.
Maximum fuel loading and the satellite may exceed the agreed mass.
Due to the additional chemical fuel, the GEO will reached faster.

Right. Two communication payloads from two different operators share the same satellite bus, which is called a "condosat".

1. both parties work with each other for serving common geo-location?
2. Lockheed Martin finds it economical to integrate two customer payloads?

Hellas-Sat is a subsidiary of Arabsat, the owner of Saudi-Geo-Sat-1, so the satellite is entirely owned by them.

A fraction of the transponders is oriented toward the Greco-Cypriot subsidiary's market, but the condosat framework ensures savings by using a shared spacecraft bus (i.e. propulsion, avionics, power...) in a project where none of the two parties need the full communications payload that could be accommodated on the satellite. Of course, geographically it works too - Greece, Cyprus and Arabia aren't so far apart for a single GEO slot, and their target markets in Europe, Africa and the Middle East either.
