Here's one from Our Space that says 04:17 UTC.
http://9ifly.spacety.com/forum.php?mod=redirect&goto=findpost&ptid=90547&pid=752348"At 12:17 on the 10th, China organized the first mission of the Express Boat 11 carrier rocket at the Jiuquan Satellite Launch Center, and the rocket flight was abnormal and the launch mission was lost. The specific causes are being further analysed and examined.
The fast boat 11 launch vehicle has a diameter of 2.2 meters, a take-off mass of 78 tons and a capacity of 1 ton in the sun synchronous orbit of 700 kilometers, which is a new solid launch vehicle with the strongest carrying capacity, the largest take-off mass and the largest diameter of the arrow body. This is the sixth worldwide launch failure this year, and we're barely halfway through; it's set to be a bit of a bloodbath. Still a few more maiden launches set to go, too.

I don’t think Rocket 3.0 was a failure because it never left the ground.
