Given:
China launches in 2017 (times in UTC)
<several snips>
09 - September 29 (04:21:05.318) - CZ-2C (Y29) - XSLC, LC3 - YG-30-01 Yaogan Weixing-30-01A, B, C (CX-5 Changxin-5 (1A, 1B, 1C))
11 - November 5 (11:45:04.244) - CZ-3B/YZ-1 (Y46/Y4) - XSLC, LC2 - Beidou-3MEO1 (Beidou-24); Beidou-3MEO2 (Beidou-25)
14 - November 24 (18:10:05.130) - CZ-2C (Y33) - XSLC, LC3 - Yaogan 30-02A, B, C (CX-5 Changxin-5 (2A, 2B, 2C))
16 - December 10 (16:40:04.230) - CZ-3B/G2 (Y40) - XSLC, LC2 - AlComSat-1
18 - December 25 (19:42:05.269) - CZ-2C (Y34) - XSLC, LC3 - YG-30-03 Yaogan Weixing-30-03A, B, C (CX-5 Changxin-5 (3A, 3B, 3C))
December 25
And:
China launches in 2018 (times in UTC)
<snip>
02 - January 11 (23:18:04.616) - CZ-3B/YZ-1 (Y45/Y5) - XSLC (07-82), LC2 - Beidou-3MEO7 'Beidou-26'; Beidou-3MEO8 'Beidou-27'
China launch schedule
2018
<snip>
January 26 29 - CZ-2C - XSLC, LC3 - YG-30-04 Yaogan Weixing-30-04A, B, C (CX-5 Changxin-5 (4A, 4B, 4C))
February 15 (?) - CZ-3B/YZ-1 - XSLC, LC2 - Beidou-3M5; Beidou-3M6
January 12
And given that successive orbital launches from Xichang can happen as quickly as a 2-3 week interval;
It tracks that, given no other information, such as a satellite or launch vehicle processing delay, this launch can happen on (or near) February 15.
This is one day before Chinese Lunar New Year, which often brings a hiatus to launch activities, due to extensive leave-taking and travel.

From Xinhua
China sent twin BeiDou-3 navigation satellites into orbithttp://www.xinhuanet.com/english/2018-02/12/c_136970281.htmXICHANG, Sichuan, Feb. 12 (Xinhua) -- China sent two satellites into orbit on a single carrier rocket for its domestic BeiDou Navigation Satellite System (BDS) Monday.
The twin satellites, which form a network with four previously launched BeiDou-3 satellites, were the fifth and sixth satellites in the BeiDou-3 family. They entered orbit more than three hours after the launch from the Xichang Satellite Launch Center in southwest China's Sichuan Province.

Hmm...Why not visit, AND view a launch? It was a mid-day LT, and he IS head of government and head of state.
Did he (or his political advisers) not want to be on-site in case of the slight chance that the launch would less than nominal?
Or security concerns about launch hazards?
