Just looked at the mission brochure; the second stage will not use the HTVE-Vac engine (846.8 kilonewtons), but rather the Vikas 2B engine (803.78 kilonewtons).
They may still have a few of the older Vikas-vacs lying around and may make the switch in a later flight.

An alternate possibility is that they do not intend to use the HTVE in PS2 at all, as unlike the case of GSLV MkII/III they haven't explicitly stated that they would use the new engine in a PSLV. But that would mean they would have to keep producing two different versions of Vikas-vacs which would seem like an additional overhead, not to mention the (perhaps remote) possibility of the two getting mixed up in a flight, with catastrophic results.

But I'm guessing its the former.

Well, let's say that ISRO eventually does use the HTVE-Vac in the PSLV. I think the payload capacity will be increased by a couple hundred kilograms in this scenario.

In about 34 minutes, the Indian Space Research Organisation will launch their 43rd Polar Satellite Launch Vehicle and the ninth Indian Regional Navigation Satellite System spacecraft into a sub-geosynchronous transfer orbit.
