He will announce that he and Putin have signed a contract that all future Progress flights will be done on F9 with Cargo Dragons to save Russia money.

I tend to believe it will be about a contract to reuse a first stage.

They really need to prove that before making any other pronouncements.

Cause if they can do that succesfully, all else that follows has more credibility.

I must have missed HOW the announcement is delivered. Is it lifestream, a public event with media and some people, some TV event,... etc ?

Given there are no details about the 'how' it'll almost certainly be a tweet with a link to something on the SpaceX website. Some sort of press release, possibly with pictures and/or video depending what the announcement is.
