This quote from the video does not say anything, on which launches the PlanetiQ satellites are. It is just about the order to launch 12 PlanetiQ satellites.

PSLV-C 37 scheduled for launch on January 27

This 'might' mean a change in the launch date for GSLV-III, else the two launches would have to happen within barely a week's gap.
ISRO's fastest turnaround to date was just under 18 days, between a GSLV Mk.II from SLP on 8 September 2016 and a PSLV-G from FLP on 26 September.
The GSLV Mk.III will launch from SLP, so assuming the PSLV goes from FLP it is probably feasible. Especially if the GSLV has to be stacked early to allow for additional testing as it is the first all-up launch.

Funny, because SpaceX FormoSat-5/Sherpa flight is delayed over a year, they only break the US record of max number of payloads on one launch, not the global record. When this PSLV launch is successful, 91 payloads on one launch will not even break a world record.
This sound's like Cartosat-2D, INS-1A and INS-1B will launch along with about 25 ISIS Quadpack's that contain 100 cubesat's. I wonder how these Quadpacks are mounted onto the PSLV.
Could these additional payloads come from the QB-50 project? Is this ISL-17?

I couldn't find anything on the QB50 website. Some of the requirements documents show PSLV as a possible launch vehicle. Eight cubesats are scheduled to use Dnepr, so some or all of those might end up on PSLV. Out of the 40 QB50 satellites scheduled to be deployed from ISS, only 31 made it to the launch pad in time for OA-7 for launch on 16 March. Some of these might end up on a latter PSLV flight.

ISIS Space has posted an article celebrating their
11year anniversary.
I think it's a interesting article to read. ISLaunch has five launches masifested this year.
ISL17 will launch on a PSLV in Februari 2017, so it's very likely ISL17 is part of the PSLV (XL) C37 manifest.
ISL19 will launch on a PSLV in Q2 2017, most likely C38 or C39.
I also expect, a part of the cubesat manifest comes form Spaceflight Industries. (i.a. Planet: 56x Flock 2C)

As per the
latest Eenadu report, launch is postponsed to 15th Feb due to a technical glitch.
Other details:
All the foreign satellites (100 sats) reached Chennai 4 days back and they were brought to Sriharikota under high security on Wednesday.

The construction of their 3 Diamonds as well as the Red, Green and Blue nanosatellites have been completed on schedule by Sky and Space Global Ltd. (ASX: SAS)—now underway is extensive software and hardware testing.
The 3 Diamonds nanosatellites recently completed the Assembly testing stage and have now proceeded to the Integration and Verification phase. The testing process these smallsats will undergo includes the full functional tests of all subsystems to ensure systems are functioning as required; testing of ground control and hotspot user device satellite interfaces; and the environmental testing of mechanical and thermal systems for launch approval.
The 3 Diamonds: Red, Green and Blue are also undergoing testing in phases. The Red nanosatellite has already completed the entire process and has been designated as “Ready to Launch.” Green and Blue are currently undergoing the Integration and Verification process, which is expected to be completeed within a week. All nanosatellites are expected to be designated as “Ready for Launch” by mid-February 2017, as planned.
