This is a (civillian?) mobile comsat operated by China SatCom so I guess it's the same satellite as the "S-band mobile communication satellite" that has been floating around for some time and might be a descendant of the CMMB project.

I thinking that Tiantong-1 might be first operational one with previous being experimental.

Yes and rumors are pointing to the launch date being on August 5.
I also retract my previous guess that this is a civilian satellite - the lack of info clearly points to it being of military nature.
