Hmm...chances are that this is part of a fairing from a CSG Soyuz launch. In fact from the serial number provided it looks like it's from this one.
Definitely is from an ST version. I gave it to Stan to hunt down the confirmation as its shown as originally ordered for a non ST CSG launch but later shipped to CSG.

Been in a forest for a few days out of communication. Good to see you have the answer. Notice you have from the pictures factory serial number 13М136С which is from an Soyuz-ST. Also, note how the 81КС fairing is based on the Persona fairing 14С738; that the 14С738 came first, then the ST fairing.

I find it amazing that these fairings stay afloat for so long, but even more that this one seems to have survived the falling out of the sky while staying pretty complete. You would expect the fairings to be shattered to pieces! They are lightweight, compared to their size, but still heavy. A half of an Ariane 5 fairing has a mass of approximately 1200 kg, this won't be much less. Looking at the fairing reuse thread http://forum.nasaspaceflight.com/index.php?topic=37727.msg1522848#msg1522848 , there seem to be a lot of unknowns about the behaviour of fairings falling from the sky.

First, the fairing you found IS NOT the type of fairing used on the launch your astronomical society list above
Your astronomical society's claim is not possible at all as the fairing for the claimed launch impacted on land within Drop zone 309 Altaiskiy Krai, Altai Republic, Russia; Easter-Kazakhstan Oblast, Kazakhstan on the ascending node of 51.6 inclination.
A bit dated but completely accurate for Soyuz, Prgress Launches.
