Hmm...chances are that this is part of a fairing from a CSG Soyuz launch. In fact from the serial number provided it looks like it's from this one.
So, how would a fairing from a rocket launched from Kourou end up on a beach in Mexico?

The fairings of Soyuz launched form France Guiana are made in Europe if I'm not mistaken.Ariane space reports it is derived from Ariane 4, here (click on + at the top of the fairing)I think Arianespace is responsible for cleaning it up, they launched it.@Jester, were those images snapshots from an esa video?In this one are some nice shots of the fairing:And this one shows fairings ...22.
