COTS Critical Knowledge
Under COTS, NASA entered into partnerships, not traditional contracts, with two companies -- Space Exploration Technologies (SpaceX) and Orbital Sciences – to develop and demonstrate capabilities for cargo transport to low-Earth orbit.

NASA leveraged its $800M COTS program budget with partner funds, resulting in two new U.S. medium-class launch vehicles and two automated cargo spacecraft and demonstrated the efficiency of such partnerships.
