Is it correct to say that the second stage debris impact zone was in international waters, but also within Canada's (EDIT:  and Denmark's) claimed exclusive economic zone?  I seem to recall a similar kerfuffle about a Titan 4 second stage drop zone a few years back.

There is a lot of talk going on in Canada about what to do about this issue. The stage, which is said to have about 10% residual Hydrazine, is expected to impact an area crucial for both Russian & Canadian Innuit peoples livelihoods - it is where they go fishing & the source of fish & other hunted species.

yes because of treaty definitions governing the Arctic Ocean. An amendment to an older treaty is in works to establish each country's exclusive economic zone as territorial waters. The United States and some countries in Europe have been fighting it as that would allow Russia to increase military aggression in the there economic zone as some country's would lose lose underwater land if the international protections were ended under the amendment

The question I have, and that would need to be answered accurately for Canada to claim that the stage is a danger to "the protection and preservation of the marine environment" in its economic zone per the UN articles, is what is left of the stage when it reaches the surface?  I suspect that it is traveling at near-orbital velocity, and so will likely break up and partially burn up, but that is only a guess.

before the plan to retire Rockot, Strela and Kosmos families it was originally planned to implement the burn to depletion technological hardware and software used on Proton-M to burn off and release before impact with the ground all onboard fuel, oxidizer, and pressurants.

I thought that Sentinel 5p and 2-B (to be launched this year / early 2017) were the last to be sold commercially by Eurockot, but I guess some more are left for Russian use ?

The entire former Soviet inventory excluding expired serials. around a few hundred awaiting to be pulled out of Strategic missile forces assignments for the conversion work. there is a number on a previous Russian thread of the exact number of UR-100 missiles that are available and a list of the specific versions of UR-100 that can the upgraded and/or converted for orbital flight straight out of the silo launcher tube
