They've rolled it out to the pad, but haven't yet erected it on the pad. They're expecting wind gusts of 23 to 28 m/s, which exceeds the safety limits.

Roscosmos. Technical management briefing in Baikonur
March 16, 2016

On March 16, 2016 the Technical Management briefing concerning the erection of integrated launch vehicle Soyuz-FG on the launch pad was convened at Baikonur Cosmodrome. The monitoring of the current meteorological situation and weather forecasts will be ongoing in order to take an operational decision on ILV erection. Information on the continuation of works under the launch schedule will be distributed after 19:00 Moscow time.

In the morning on March 16, 2016 launch vehicle Soyuz-FG with manned spacecraft Soyuz TMA-20M was rolled out to the launch pad at the Baikonur Cosmodrome, however, due to weather conditions the integrated launch vehicle installation into the launch pad was postponed.

The Soyuz TMA-20M spacecraft is raised into position on the launch pad Wednesday, March 16, 2016 at the Baikonur Cosmodrome in Kazakhstan. Launch of the Soyuz rocket is scheduled for March 19 and will carry Expedition 47 Soyuz Commander Alexey Ovchinin of Roscosmos, Flight Engineer Jeff Williams of NASA, and Flight Engineer Oleg Skripochka of Roscosmos into orbit to begin their five and a half month mission on the International Space Station. MCC Moscow reported during a delayed  morning DPC that launch preparations are proceeding on schedule.  The ISS crew slept in late and will take a nap scheduled to end near launch time to prepare for tonight's late Soyuz arrival.

And for those fellow-Americans who are UTC-challenged (like I usually am), I looked it up and T-0 is set for:

- 5:26 EDT
- 4:26 CDT
- 3:26 MDT
- 2:26 PDT

I know I always have a time zone translation challenge right after we in the States move to Daylight Savings Time.  I want to be helpful, here, for those who suffer from the same time zone challenges that I do.  :)
