Trusting on pictures posted on soaceflightfans.cn, there is a launcher at LC2 launch complex, so its possible that the launch is on schedule. Still, we are waiting for the NOTAM's for this launch.

Update from Algérie Presse service
"26 minutes après le décollage vertical, selon les données du centre de poursuite et de contrôle des satellites de Xi’an, les opérations de séparation du satellite Alcomsat-1 du véhicule de lancement et son entrée en Orbite de Transfert Géostationnaire (GTO) se sont déroulées avec succès". L’apogée de cette Orbite de Transfert est de 4.1991km, son périgée est de 200km et son inclinaison est de 26.4º. Cinq manœuvres d’Alcomsat-1 seront nécessaires dans les 06 prochains jours, pour atteindre son orbite géostationnaire 36.000 km et sa position orbitale 24.8 Ouest", a-t-on expliqué auprès de l'ASAL.
26 minutes after launch, satellite separation and injection in GTO were successful. GTO is 200 x 41991 km x 26.4°
5 maneuvers are planned in the next 6 days.
Final orbital position will be 24.8°W

If there is any kind of military aplication of AlComSat-1 communications payload, I wouldn't expect any public information about it.

Ku, Ka as well as military bands on board were first mentionned in the unofficial site
menadefense in September 2016.
In its
publication soon after launch, CGWIC mentionned only, as you said, 19Ku, 12Ka and 2L (these 2 presumably for the Xinhua referenced GPS augmentation service).
As for footprints,
ASAL mentions "
couverture nationale et régionale (Afrique du nord et Sahel)"
