Most, if not all, Chang-Zheng launchers have this feature: it's just polystyrene-like panels for thermal conditioning of the upper stage and payload. In fact, many launchers use(d) this, like for example the old Ariane 4 and nowadays Ariane 5's booster joints.

To be pedantic, the official name seems to be 天绘一号03星
which transliterates as Tianhui yihao 03 xing (Tianhui-1 Sat 03)
I don't feel we should be constrained by however Xinhua chooses to render it in English
(in the past they've rendered such names differently in two places in the same article)

Well, if you ask me, I have a preference for Tianhui-1C 
Going out on a limb here, but I use Tianhui Weixing-1 3!

Still tagged as 61B.
40987 appears to be reserved for a (mythical?) 2015-061A. I concur that 'B' is probably the payload and only
item remaining in orbit.
