  There was an unnamed ISS Reshetnev military satellite waiting for launch in late September too - that would fit since the K-2491/2499/2504 series was supposed to be their creation.

• LOL, the Russian MoD just issued a notice to the media about opportunities to visit Plesetsk for a Rokot launch on Sept. 24 local time! So that's the issue settled.

• OK, so Three Rodnik birds and one "Kosmos"? Everything I've read only mentions three Rodniks. Someone ease Chris' confusion!

  Previous launches with Rodniks had a fourth mysterious satellite on board. It is possible (possible!!!) that this launch will also have a similar mysteriou satellites or the DOSAAF-85, a small satellite to test advanced technologies.
  
  We have to wait and see.

• So far no new radio transmissions at the same frequency (2280MHz) as COSMOS-2491/2499/2504 have been picked up. So it may well be that the 4th payload is different.

  ....or maybe this time there are just 3 satellites? I might have made a wrong interpretation since I forgot that the Gonets-M/Rodnik line were also from ISS Reshetnev.
